Attribution: this resolution of the United Secretariat of the Fourth International was published unsigned in July 1977, and the printed text does not name its author. It is listed here as drafted by Ernest Mandel. It was the first version of the International's resolution on socialist democracy, revised for the 1979 World Congress, where Mandel reported on it, and adopted in its final form in 1985. Inprecor's obituary of Mandel (no. 394, September 1995, p. 17, note 3) calls him the resolution's "inspirer and principal drafter".
